Papers are invited on any aspect of Computational Intelligence, Communication Systems and Networks. Papers presenting work validated by experimentation, simulation or analysis are solicited. Papers with application and experimental focus from both industry and academy, duly documenting lessons learnt from test-beds, field trials or real deployments are particularly welcome. Submission Guidelines

 

You are invited to submit:
- full paper of 6 pages (Letter format) for oral presentation,

- proposal to organize a technical session and/or workshop.

Submissions must be original, unpublished work containing new and interesting results that demonstrate current research in all areas of computational intelligence, computer systems and networks, focusing on modelling, simulation and applications in science, technology, business and commerce. Proceedings will be published by IEEE Conference Publishing Service (CPS). The conference is jointly organised by UK Simulation Society and Asia Modelling and Simulation Section and technically co-sponsored by the IEEE UK & RI Computer Chapter. Patrons, promoters and supporters of CICSyN2013 include:

Submission implies the willingness of at least one of the authors to register and present the paper. All papers are to be submitted electronically,- see full instructions under Paper Submission below, in PDF or Word format. All papers will be peer reviewed by at least three independent referees of the international program committee.

Intelligent Decision Support for Intelligence Data Analysis

Summary

Solving complex real-world problems usually requires intelligent decision-making. This typically involves the analysis of a large volume of vague and indiscernible information. For example, intelligence experts have commented that failures in detection of terrorist activity are often due to the difficulty in relating and interpreting the available intelligence, rather than a lack of data. Whilst experienced analysts can suggest plausible scenarios, the sheer amount of possibly relevant data may not be humanly interpretable in a given time-frame. The hypothetical (re-)construction of the events that may have generated the intelligence data, therefore, presents an interesting and significant research topic.

 

This talk will present a knowledge-based framework for the development of intelligent decision support systems under uncertain environments. This helps to assist (but not to replace) intelligence analysts by: a) identifying plausible scenarios of criminal or terrorist activity, and b) assessing the reliability, risk and urgency of generated hypotheses. In particular, the talk will introduce an integrated use of a number of recent advances in fuzzy systems for the monitoring and interpretation of intelligence data. The work offers an effective means for the generation and assessment of plausible scenarios, facilitating potentially rapid response in devising and deploying preventive measures. The talk will conclude with an outline of opportunities for further development.

 

 Speaker Biography

Professor Qiang Shen received a PhD in Knowledge-Based Systems and a DSc in Computational Intelligence. He is Director of the Institute of Mathematics, Physics and Computer Science at Aberystwyth University, a Fellow of the Learned Society of Wales, a REF 2014 panel member for Computer Science and Informatics, and a long-serving Associate Editor of two IEEE flagship Journals (IEEE Transactions on Cybernetics and on Fuzzy Systems). Professor Shen has chaired and given keynotes at numerous international conferences. His current research interests include: computational intelligence, reasoning under uncertainty, pattern recognition, data mining, and their applications for intelligent decision support (e.g., crime detection, consumer profiling, systems monitoring, and medical diagnosis). He has authored 2 research monographs and over 320 peer-reviewed papers, including an award-winning IEEE Outstanding Transactions paper. Professor Shen has acted as the first supervisor of over 40 PDRAs/PhDs, including one UK Distinguished Dissertation Award winner.

 

Professor Shen was a London 2012 Olympic Torch Relay torchbearer, carrying the Olympic torch in celebration of the centenary of Alan Turing. The official nomination stated that Professor Shen, as a world-leading researcher in computational intelligence and ambassador for computer science, would be a fitting tribute to Alan Turing, and an inspiration to future generations of scientists and engineers.

Time-Frequency Signal Representations

Summary

 

This keynote paper presents an overview of two classes of time-frequency signal representations. The first class, in which the signal arises linearly, deals with the windowed Fourier trans- form and its sampled version (also known as the Gabor transform) and the inverse of the latter: Gabors signal expansion. We will show how Gabors signal expansion and the windowed Fourier transform are related and how they can benefit from each other. The second class, in which the signal arises quadratically (or bilinearly, as it is often called), is based on the Wigner distribution. We will show some examples of the Wigner distribution and discuss some of its important properties. Being a bilinear signal representation, the Wigner distribution shows artefacts in the case of multi-component signals. To reduce these artefacts, a large class of bilinear signal representations has been constructed, known as the shift-covariant Cohen class. We will consider this class and we will see how all its members can be considered as properly averaged versions of the Wigner distribution.

bastiaans-fotoMartin Bastiaans received an M.Sc. degree in electrical engineering (1969, with honors) and a Ph.D. degree in technical sciences (1983), both from Eindhoven University of Technology, Netherlands. In 1969, he became an assistant professor, and from 1985 until his retirement in 2012, he was an associate professor at Eindhoven University of Technology, most recently in the Signal Processing Systems Group. Since 2007, he also holds a position as "Colaborador honorifico del Departamento de Optica" at the "Universidad Complutense de Madrid." His research covers different aspects in the general field of signal and system theory, and includes a signal-theoretical approach of all kinds of problems that arise in Fourier optics, such as partial coherence, computer holography, optical signal and image processing, and optical computing. His main current research interest is in describing signals by means of a local frequency spectrum (for instance, the Wigner distribution function, the windowed Fourier transform, Gabor's signal expansion, etc.). He served for eight years as the Dean for Research of his department.


Martin was appointed a member of the IEEE Region 8 Student Activities Committee in 1999, where he coordinated the Student Paper Contest till mid-2009, and in 2007 and 2008 he was a member of the IEEE Region 8 OpCom, where he held the position of Vice Chair Student Activities. In January 2004 he became a member of the IEEE Benelux Section ExCom, where he held the position of Vice Chair in 2005-2006 and the position of Chair in 2007-2008. In January 2009 he was appointed the Vice Chair of the IEEE MGA Student Activities Committee and he was the Chair of that Committee in 2010. Elected as the 2011-2012 IEEE Region 8 Director-Elect in 2010, he currently serves as the 2013-2014 IEEE Region 8 Director. A recipient of the 1999 Outstanding Student Branch Counselor Award, he is also the 2009 recipient of the IEEE MGA Larry K. Wilson Transnational Award "for significant contributions to the IEEE volunteer experience and member engagement throughout the world."


Martin is a Fellow of the Optical Society of America - "for pioneering contributions to the description of optical signals using local frequency spectrum concepts" - and a Fellow of the IEEE - "for contributions to signal processing for optical signals and systems.". He is the author or co-author of more than 180 papers in international scientific journals, books, and conference proceedings.

IEEE is the world's largest professional association dedicated to advancing technological innovation and excellence for the benefit of humanity. IEEE and its members inspire a global community through IEEE's highly cited publications, conferences, technology standards, and professional and educational activities. IEEE is led by a diverse body of elected and appointed volunteer members. The governance structure includes boards for operational areas as well as bodies representing members in the 45 Societies and technical Councils and ten worldwide geographic regions.


In this tutorial we will give a general overview of the IEEE, how it is organized in geographic areas (reflecting where its members live and work) and technical areas (based on these members' fields and interests), and how the governance structure represents its volunteer-led character. With some quick facts about IEEE, the important role that IEEE plays in its designated fields of interests (i.e., all technical fields rooted in electrical and computer sciences, engineering and related disciplines) will become apparent.


After the general introduction to IEEE, we focus on IEEE Region 8 (i.e., Europe, Middle East, and Africa), in which the Republic of Macedonia forms one of its 56 Sections. We will see how the Region is organized and how many volunteers on the Regional level work to support the members and the geographic units on the local level.


The rough content of the tutorial will be as follows: (i) IEEE in general: history, mission, vision, organization; quick facts, membership trends. (ii) A closer look at Region 8: history, mission, vision; membership, structure; Region 8 Committee, organization. (iii) Selected activities in Region 8. If time permits, some words will be spent on the history of Region 8 and how its boundaries have changed till the Region reached the form that it has now.
